Huawei’s Horinger campus in Inner Mongolia is one of China’s largest AI data centers. Epoch AI sized it from orbit, and the answer is 81,000 H100-equivalents against about 1.1 million at Colossus 2 in Tennessee.

  • Three methods agreed on the power, a cooling model at 286 megawatts of IT capacity, substation detail at 304 and backup generators at 230.
  • The North zone was excluded. Far fewer cooling towers on the same footprint means a fraction of the power density, so it is not an AI building.
  • The gap is efficiency, not power. The Ascend 910C is about 0.76 of an H100 per chip at roughly 2.5 times worse efficiency per watt.
  • A fifth building arrives by early 2028 on the Ascend 950, which is less efficient per joule. Compute rises 70 percent and the share holds.

Full breakdown of how Epoch measured it and what the next building costs.
