Agent rollouts are hitting a wall that has nothing to do with model quality. Every tool an agent can reach was wired in by hand, and that list goes stale the moment infrastructure changes. The missing layer is discovery.

Agentic Resource Discovery, or ARD, is an open spec built for that. It is described as DNS for agents. Instead of telling an agent where everything is in advance, let it search registries for what it needs.

This matters as organizations run hundreds of agents against hundreds of tools. The Model Context Protocol covers the tool side of this. The discovery layer becomes the thing that scales, not the connections you set up by hand.
